To establish the compensation of an General Schedule employee, two elements must be considered. State-Specific GS Locality Adjustments

The final pay for government employees’ General Schedule pay is established across the United States based on a change in the locale based on the location of their work.

The amount of compensation adjustment you receive to your salary is determined through the general Schedule area in which you work. Zones for adjustment to localities are classified into 53 categories. There is an one category called “Rest of United States.”

Payroll Schedules in General

In the case of white collar federal civilian personnel, the General Schedule Pay Scale is the most frequently used of the pay scales. The General Schedule is where it is home to an additional 1.5 million federal employees. Administrative jobs, managerial roles and technical jobs are all on the table.

Alongside in addition to the Federal Wage Grade Schedule (FWS) which is employed for blue-collarand hourly positions; there is also the Senior Executive Service (SES) which is employed for higher-level executive positions that are above the highest GS posts as well as the Foreign Service Schedule (FS), which is used for Foreign Service members; and at least 12 other alternative or experimental pay scales, there are other alternative pay scales that are available.

In 2016 a total of thirteen new locality areas were established. At present, there are 47 locality regions -geographical locations across the nation where workers receive a higher salary to compensate for the higher cost of living. The last time that the boundaries of locality areas were altered was in 2006.

There are three elements to the General Schedule pay system that are utilized to establish your pay under your General Schedule system. The three primary considerations are as follows:

  • Grade.
  • Step.
  • Locality.

Grade

The relation between grade and professional path is well-documented. Every profession has a number of entry-level levels. The grade you start with is determined by your educational background and your work experience. Later, as you progress throughout your professional career you will obtain grade improvements that will result in promotions. These pay grade increments typically occur in response to performance or assessments by supervisors on the performance of the employee.

Grading is done on a scale of 1 to 15 and 15 being the most high. Grades are commonly written with the abbreviation for pay plans, with a hyphen and the grade number in the middle, as follows: The General Schedule grade 13 is denoted by the letters GS-13.

From 1 to 15, the highest class is grade 15, the lowest is grade. grades are usually written using the abbreviation of the pay plan, an hyphen, and the grade number after it. This is as shown below: GS-13 could be the abbreviation used for General Schedule grade 13.

Step

The word “step” refers to the duration of time an individual has been employed by the government. Each grade is comprised of 10 steps, with first step being the most difficult. Growing the number of steps is automatically rewarded with regular type increments, provided that the minimum requirements for performance meet.

After 52 weeks, the first three steps will be sent to you. After two years (2 years) in the currently in-progress step, the next three-step increases are granted. After an additional 156 weeks, the remaining three phases are made clear (3 three years). If you are at the end of the 10th step, you’ll be unable to climb your step any further.

It is possible to obtain step raises to reward great accomplishments in certain conditions. Quality Step Increases describe step increases based on performance (QSI).

Locality

Location is the final element to be considered when determining pay rates in a particular area. Locality adjustments are intended to ensure that federal payments are equivalent to the pay of equivalent private sector workers in a given region. If you’re employed in certain region of the nation then your General Schedule pay rate is boosted by a certain percentage.

There are currently 47 distinct neighborhoods to pick from! The major cities like New York, Washington, D.C. along with San Francisco are home to the majority of the locality rates in the United States. Depending on where you live you could see a rise of 14 percent to more than 30 percentage.
