State-Specific GS Locality Adjustments

Government workers’ final General Schedule pay is established throughout all of the United States based on a change in the locale based on their duty location.

The amount of the salary adjustment that is applied to your salary is determined by the General Schedule area in which you work. Locality adjustment zones are divided into 53 categories. They also have an one category called “Rest of United States.”

Payroll Schedules in General

In the case of white collar federal civilian personnel that are federal civilians, the General Schedule Pay Scale is the most widely used of pay scales. The General Schedule is where the total number of employees is more than 1.5 million government employees. Administrative positions, management roles, and technical positions are all available.

Alongside it, there’s the Federal Wage Grade Schedule (FWS), which is used for blue-collarand hourly positions in addition to The Senior Executive Service (SES) that is utilized for high-level executive positions above the top GS posts and the Foreign Service Schedule (FS) that is used by Foreign Service members; and at least 12 other or experimental pay plans, there are a variety of alternative pay scales available.

In 2016 a total of thirteen new locality areas were added. There are 47 locality regions -geographical regions across the country where employees receive additional compensation to make up for living costs that are higher. The last time that the boundaries of locality regions were changed was in 2006.

There are three parts to the General Schedule pay system that can be used to determine your compensation under the General Schedule system. The three most important considerations are as follows:

  • Grade.
  • Step.
  • Locality.

Grade

The relationship between grade and professional education is well documented. Every profession has its own number of entry-level levels. The grade you start with is determined by your educational background and your work experience. In the course of progressing throughout your professional career you’ll receive grade increases that be reflected in promotions. These pay grade increments are typically granted due to performance and supervisory evaluations of employees.

Grades are assigned on a scale from 1 to 15 and 15 being the top. They are generally written with the abbreviation of pay plan, an hyphen, and the grade number after it, as follows: The General Schedule grade 13 is marked with the letters GS-13.

From 1 to 15, the top grade is grade 15, whereas the lowest grade is grade. Grades are typically composed using the abbreviation of the pay plan, with a hyphen and the grade number following it. For example, below: GS-13 would be the abbreviation for General Schedule grade 13.

Step

The term “step” refers to the amount of time an individual has been employed by the government. Each grade contains 10 steps, with the first one being the most challenging. Increasing the number of steps will be automatically rewarded in regular increments, as long as the minimum requirements for performance meet.

Following 52 weeks the initial three steps will be sent to you. After the 104-week period (2 years) in the current step, the subsequent three-step increases are granted. After 155.5 weeks, the final three phases are unveiled (3 years). If you are at the end of the tenth step, you will be unable to raise your step any further.

You can get step raises in recognition of your success in certain scenarios. Quality Step Increases are used to describe step increases based on performance (QSI).

Locality

Location is the last element taken into consideration when determining pay levels for a particular region. Locality adjustments are designed in order to make sure that Federal salaries are in line with those of equivalent private sector workers in the region. If you’re employed in certain region of the nation, your General Schedule pay rate will be increased by a particular percentage.

In the present, there are 47 distinct neighborhoods to choose from! Major metropolises such as New York, Washington, D.C. and San Francisco are home to the majority of locality fees within the United States. Depending on where you reside you could see the rise from 14 percent up to 30 percentage.
