State-Specific GS Locality Adjustments

The final pay for government employees’ General Schedule pay is established throughout all of the United States based on a change in the locale based on their location of work.

The amount of compensation adjustment you receive to your salary is determined by the General Schedule the location where you are employed. Locality adjustment zones are subdivided into 53 categories. There is an an additional category known as “Rest of United States.”

Payroll Schedules in General

For white-collar federal civilians The General Schedule Pay Scale is the most commonly used of the pay scales. In the General Schedule, you will find over 1.5 million government employees. Administrative employment, management roles technical and managerial positions are all available.

In addition to there is the Federal Wage Grade Schedule (FWS), which is used for blue-collarand hourly positions; The Senior Executive Service (SES) is used to fill high-level executive positions above the top GS post and the Foreign Service Schedule (FS), which is used for Foreign Service members; and at least 12 alternative or experimental pay plans, there are a variety of alternative pay scales that are available.

In 2016, thirteen new locality areas were added. At present, there are 47 locality zones — geographic places around the country where employees are compensated extra for living costs that are higher. The last time the boundaries of locality areas were changed was in the year 2006.

There are three components to The General Schedule pay system that serve to establish your pay under this General Schedule system. Three of the most important aspects are:

  • Grade.
  • Step.
  • Locality.

Grade

The relationship between grade and professional path is well documented. Every profession has its own range of entry-level grade levels. Your grade at the beginning is determined by the educational background as well as your experience in the workplace. Later, as you progress throughout your professional career you’ll be granted grade increments that be reflected in promotions. These increments in pay are often granted as a result of performance and supervisory evaluations of employees.

Grades are awarded according to a range of 1 to 15 which is 15 being the highest. They are generally written with the pay plan abbreviation, with a hyphen and the grade number after it, such as follows the General Schedule grade 13 is denoted by”GS-13.

From 1 to 15, the top grade is grade 15, while the lowest is grade 1. Grades are typically recorded using the abbreviation “pay plan” with a hyphen, as well as the grade number following it. For example, below: GS-13 could be the abbreviation used for General Schedule grade 13.

Step

The term “step” refers to the amount of time that someone has been employed by the government. Every grade has 10 steps, with first one being the least difficult. In addition, increasing the number of steps is automatically rewarded at regular type increments, so long as the minimum requirements for performance meet.

In the course of 52 weeks, your initial three steps will be sent to you. After two years (2 two years) in the currently in-progress step, the next three-step increments are granted. After 156 weeks, the final three phases are exposed (3 years). When you have reached the final tenth step, you will be unable to climb your steps any more.

You can get step increments as a reward for a great success in certain scenarios. Quality Step Increases are used to refer to step increases based on performance (QSI).

Locality

The location is the final factor considered when determining pay rates for a particular region. Locality adjustments aim to ensure that federal salaries are comparable to those of comparable private sector employees in an area. If you are employed in a specific area of the nation and you are a federal employee, your General Schedule pay rate will be increased by a specified percentage.

There are currently 47 distinct neighborhood districts for you to choose from! Large metropolitan areas like New York, Washington, D.C. along with San Francisco are home to the majority of the locality rates across the United States. Depending on where you reside you might see a rise of 14 percent to more than 30%.
