There are three elements to the General Schedule pay system that can be used to determine your pay under the General Schedule system. The three most crucial considerations are:

  • Grade.
  • Step.
  • Locality.

Grade

The connection between grades and the professional pathway is well-documented. Every profession has its own range of entry-level grade levels. Your starting grade is determined by your education background and experience. In the course of progressing throughout your professional career you’ll obtain grade improvements that will result in promotions. These pay grade increments are often granted in response to performance and supervisor evaluations of the employee.

The grades are determined on a scale of 1 to 15 which is 15 being the top. Grades are commonly written with the abbreviation of pay plan, with a hyphen and the grade number following it, as follows The General Schedule grade 13 would be denoted by the letters GS-13.

From 1 to 15, the most prestigious grade is grade 15, while the lowest is grade 1. grades are typically written using the abbreviation “pay plan” with a hyphen and the grade number after it, as seen below: GS-13 could be the abbreviation for General Schedule grade 13.

Step

The term “step” refers to the length of time someone has been employed by the government. Each grade contains 10 steps with the beginning step being the most challenging. In addition, increasing the number of steps will be automatically rewarded with regular type increments, so long as the minimum requirements for performance are met.

In the course of 52 weeks, your first three steps are sent automatically to you. After two years (2 year) in the currently in-progress step, the next three-step steps are added. After 156 weeks, the final three phases are exposed (3 three years). Once you reach the last tenth step, you will not be able to increase your step any further.

It is possible to obtain step raises as a reward for a great accomplishments in certain conditions. Quality Step Increases refer to performance-based step increases (QSI).

Locality

Location is the final element considered when determining pay rates within a specific region. Locality adjustments are designed in order to make sure that Federal wages are comparable to those of comparable private sector employees in the specific region. If you’re employed in particular region of the country, your General Schedule salary is increased by a certain percentage.

There are currently 47 neighborhood districts that you can choose from! Large metropolitan areas like New York, Washington, D.C. along with San Francisco are home to the majority of the locality rates within the United States. Based on the location you reside in, you may see the rise from 14 percent up to 30%.
