State-Specific GS Locality Adjustments

Government employees’ final General Schedule pay is established throughout the United States based on a change in the locale based on their location of work.

The amount of salary adjustment that’s applied to your pay is decided in accordance with the General Schedule the location where you work. Zones for adjustment to localities are classified into 53 categories, with an additional category known as “Rest of United States.”

Payroll Schedules in General

For white-collar federal civilian personnel that are federal civilians, the General Schedule Pay Scale is the most commonly used of the pay scales. In the General Schedule, you will find more than 1.5 million government employees. Administrative, managerial and technical jobs are all open.

In addition to the Federal Wage Grade Schedule (FWS), which is used for blue-collar, hourly positions as well as the Senior Executive Service (SES) which is employed for top executive positions over the most senior GS post and the Foreign Service Schedule (FS), which is used for Foreign Service members; and at least 12 alternative or experimental pay scales, there are several other alternative pay scales.

In 2016, a total of thirteen new locality areas were created. There are 47 locality zones — geographic places around the country where workers receive additional compensation to make up for higher living expenses. The last time that the boundaries of locality areas were altered was in 2006.

There are three elements to The General Schedule pay system that are utilized to establish your compensation under your General Schedule system. The three primary considerations are:

  • Grade.
  • Step.
  • Locality.

Grade

The connection between grades and the professional route is well-documented. Every profession comes with a range of entry-level grade levels. The grade you start with will be determined by your academic background and experience. As you progress through your career, you will receive grade increases that be reflected in promotions. The increments to pay grades typically occur in response to performance or assessments by supervisors on the performance of the employee.

Grades are awarded on a scale of 1 to 15 which is 15 being the top. Graduations are typically written using the pay plan abbreviation, a hyphen, and the grade number after it, such as follows The General Schedule grade 13 will be denoted by an GS-13 letter.

From 1 up to 15, the highest grades is the grade 15 and the lowest is grade 1. grades are usually recorded using the abbreviation “pay plan” an hyphen, and the grade number after it. This is as shown below: GS-13 will be the abbreviation for General Schedule grade 13.

Step

The term “step” refers to the amount of time an individual has been employed by the government. Every grade has 10 steps, with first step being the most challenging. In addition, increasing the number of steps is automatically rewarded at regular type increments, as long as the minimum performance criteria are fulfilled.

Following 52 weeks the initial three steps are sent automatically to you. After the 104-week period (2 months) in the current step, the subsequent three-step increments are granted. After 155.5 weeks, the final three phases are revealed (3 year). After you complete the 10th step, you’ll not be able to increase your foot any further.

You can get step increases to reward great accomplishments in certain conditions. Quality Step Increases refer to step increases based on performance (QSI).

Locality

Location is the final aspect to be considered when determining pay rates in a particular area. Locality adjustments are designed in order to make sure that Federal wages are in line with those of equivalent private sector workers in an area. If you are employed in a particular region of the country the General Schedule pay is increased by a specified percentage.

Right now, there are 47 distinct neighborhood districts for you to choose from! Large metropolitan areas like New York, Washington, D.C. and San Francisco are home to the majority of locality rates in the United States. Depending on where you reside you might see the rise from 14 percent up to 30 percentage.
