State-Specific GS Locality Adjustments

Government employees’ final General Schedule pay is established throughout all of the United States based on a locale adjustment depending on the location of their work.

The amount of salary adjustment that is applied to your salary is determined through the general Schedule area in which you work. Locality adjustment zones are subdivided into 53 categories. There is an the additional category referred to as “Rest of United States.”

Payroll Schedules in General

In the case of white collar federal civilians and civilians, the General Schedule Pay Scale is the most frequently used of the pay scales. There are three elements to the General Schedule pay system that will determine your salary under the General Schedule system. The three most important considerations are:

  • Grade.
  • Step.
  • Locality.

Grade

The connection between grades and the professional route is well-documented. Every profession comes with a range of entry-level grade levels. The grade you start with is determined by your educational background and work experience. Then, as you go along your path, you will get grade advancements that be reflected in promotions. The increments to pay grades are usually granted due to performance and supervisor evaluations of the employee.

Grades are assigned according to a range of 1 to 15 and 15 being the most high. Graduations are typically written using the pay plan abbreviation, with a hyphen, as well as the grade number after it, as follows the General Schedule grade 13 is identified by the letters GS-13.

Locality

The location is the final factor that is considered when determining the pay rate within a specific region. Locality adjustments aim to ensure that federal pay are similar to those paid to equivalent private sector workers in the region. If you work in a specific region in the country the General Schedule pay is increased by a specified percentage.

Right now, there are 47 distinct neighborhoods to select from! Large metropolitan areas like New York, Washington, D.C., along with San Francisco are home to the majority of the locality rates throughout the United States.
