State-Specific GS Locality Adjustments

The final pay for government employees’ General Schedule pay is established across all of the United States based on a local adjustment based on their location of work.

The amount of compensation adjustment you receive to your pay is decided in accordance with the General Schedule area in which you are employed. Zones for adjustment to localities are classified into 53 categories, with the additional category referred to as “Rest of United States.”

Payroll Schedules in General

When it comes to white-collar federal civilian personnel and civilians, the General Schedule Pay Scale is the most frequently used of the pay scales. In the General Schedule, there are over 1.5 million federal employees. Administrative positions, management roles, and technical positions are all on the table.

Alongside there is the Federal Wage Grade Schedule (FWS), which is used for blue-collar hourly positions in addition to the Senior Executive Service (SES) which is employed for higher-level executive positions that are above the most senior GS posts; the Foreign Service Schedule (FS) which is employed by Foreign Service members; and at least 12 other or experimental pay schedules there are a variety of alternative pay scales to choose from.

In 2016, thirteen new locality areas were established. At present, there are 47 locality zones -geographical areas across the country where workers are paid extra to compensate for higher living costs. The last time the boundaries of locality regions were changed was in the year 2006.

There are three parts to The General Schedule pay system that will determine your compensation within the General Schedule system. The three primary considerations are as follows:

  • Grade.
  • Step.
  • Locality.

Grade

The connection between grades and professional education is well-documented. Each profession has a set of entry-level grades. Your starting grade will be determined by your academic background and experience. Then, as you go throughout your professional career you will obtain grade improvements that will lead to promotions. These pay grade increments are often granted as a result of performance and supervisory evaluations of employees.

Grades are awarded on a scale of 1 to 15 15, with 15 being the most high. The grades are usually written using the abbreviation of pay plan, an hyphen, and the grade number after it, as follows the General Schedule grade 13 will be indicated by using the letters “GS13.

From 1 to 15, the most prestigious grade is grade 15, and the lowest is grade 1. Grades are typically composed using the abbreviation of the pay plan, with a hyphen and the grade number after it. This is as shown below: GS-13 would be the abbreviation for General Schedule grade 13.

Step

The word “step” refers to the amount of time an individual has worked for the government. Every grade has 10 steps, with the beginning step being the most challenging. Growing the number of steps will be automatically rewarded at regular type increments, so long as the minimum performance criteria meet.

Within 52 days, the initial three steps will be sent to you. After the 104-week period (2 year) in the present step, the following three-step increase is granted. After 156 weeks, the last three phases are revealed (3 three years). After you complete the 10th step, you’ll be unable to climb your foot any further.

It is possible to receive step increases in recognition of your performance in certain situations. Quality Step Increases describe step increases based on performance (QSI).

Locality

Location is the last element considered when determining pay rates in a particular area. Locality adjustments are designed in order to make sure that Federal payments are in line with those of equivalent private-sector employees in a given region. If you’re employed in specific area of the nation, your General Schedule salary is increased by a specific percentage.

There are currently 47 neighborhood districts that you can choose from! The major cities like New York, Washington, D.C., and San Francisco are home to most of the locality rate throughout the United States. Depending on where you reside, you may see increases of up to 14 percent to more than 30 percent.
