Payroll Schedules in General

When it comes to white-collar federal civilians, the General Schedule Pay Scale is the most commonly used of the pay scales. On the General Schedule, it is home to over 1.5 million federal employees. Administrative jobs, managerial roles technical and managerial positions are all readily available.

In addition to the Federal Wage Grade Schedule (FWS), which is used for blue-collar, hourly positions as well as the Senior Executive Service (SES) which is employed for high-level executive positions above the top GS positions and the Foreign Service Schedule (FS) which is employed by Foreign Service members; and at minimum, 12 alternate or experimental pay plans, there are several other alternative pay scales to choose from.

In 2016, a total of thirteen new locality areas were added. There are 47 locality areas — geographic places around the country where workers are compensated extra for higher living costs. The last time that the boundaries of locality zones were changed was in 2006.

There are three components to the General Schedule pay system that will determine your compensation under the General Schedule system. The three primary considerations are as follows:

  • Grade.
  • Step.
  • Locality.

Grade

The relation between grade and the professional pathway is well-documented. Each profession has a range of entry-level grade levels. Your initial grade is determined by your educational background as well as your experience in the workplace. Later, as you progress into your profession, you will be granted grade increments that lead to promotions. These increments in pay are often granted in response to performance and assessments by supervisors on the performance of the employee.

Grades are awarded on a scale of 1 to 15 15, with 15 being the most high. They are generally written with the abbreviation of pay plan, a hyphen, and the grade number following it, as follows the General Schedule grade 13 would be indicated by”GS-13.

From 1 to 15, the highest grades is the grade 15 and the lowest grade is grade 1. grades are usually written with the abbreviation for pay plans, a hyphen, and the grade number following it. For example, below: GS-13 could be the abbreviation for General Schedule grade 13.

Step

The term “step” refers to the duration of time an individual has been employed by the government. Each grade is composed of 10 steps, with first one being the most difficult. In addition, increasing the number of steps is automatically rewarded with regular type increments, so long as the performance requirements are fulfilled.

Following 52 weeks the first three steps are automatically sent to you. After the 104-week period (2 year) in the currently in-progress step, the next three-step increments are granted. After 155.5 weeks, the final three phases are exposed (3 months). After you complete the 10th step, you’ll have no chance to raise your step any further.

You can get step increases as a reward for a great accomplishments in certain conditions. Quality Step Increases refer to performance-based step increases (QSI).

Locality

The location is the final factor taken into consideration when determining pay levels for a particular region. Locality adjustments are made so that federal pay are equivalent to the pay of equivalent private-sector employees in a given region. If you’re employed in a particular region of the country and you are a federal employee, your General Schedule pay rate will be increased by a certain percentage.

Right now, there are 47 neighborhood districts that you can choose from! Cities with major populations like New York, Washington, D.C., along with San Francisco are home to the majority of locality fees within the United States. Based on the location you reside in there is an increase of 14 percent to over 30 percent.
