State-Specific GS Locality Adjustments

Government employees’ final General Schedule pay is established across all of the United States based on a location adjustment that is based on their duty location.

From 1 to 15, the highest level is Grade 15, while the lowest grade is grade 1. Grades are typically written using the pay plan abbreviation, a hyphen, and the grade number after it. For example, below: GS-13 would be the abbreviation for General Schedule grade 13.

Step

The term “step” refers to the amount of time an individual has been employed by the government. Each grade contains 10 steps with the beginning step being the most difficult. Increasing the number of steps will be automatically rewarded with regular type increments as long as the performance requirements are met.

After 52 weeks, the first three steps are sent automatically to you. After the 104-week period (2 months) in the currently in-progress step, the next three-step increases are granted. After 156 weeks, the last three phases are unveiled (3 year). After you complete the 10th step, you’ll not be able to increase your steps any more.

Locality

The location is the final factor considered when determining pay rates for a particular region.
